My brother went missing in Germany how can i find him?

Jaroslaw Slusarz 28 went missing in Germany 2 weeks ago on January 15 2011 German police won't let me file a missing persons report and say they have no info on him the polish consulate keeps giving me the runaround and no help and i don't know what ales to do
