Why is lap band coverd in the U.S and not Canada?

i have a sister who lives in ny and got the lap band surgery it was fully coverd there she didnt have to pay anything.when i went to see my surgeon in toronto they told me that the only surgery that was covered was gastric byp witch is way more expensive and alot riskier. i just want to understand why its not covered ? also i told the surgeon that i had insurance through my family run buisness and hes like "ITS NOT COVERED IM NOT EVEN GONING TO CHECK" he was soo rude i couldnt believe it
